Overview

Applied Technology and Management (ATM) a Geosyntec Company, is looking for an Assistant Construction Project Manager in our engineering practice in Dubai, UAE, Abu Dhabi, UAE and Riyadh, KSA. In this role you will apply your academic knowledge and practical experience to real-world situations related to measurement of quantities for all relevant materials, equipment, and resources required for the project, cost estimation, and assist with reviewing Contractors’ interim and final pay applications.

Essential Duties and Responsibilities

  • Prepare proposals for site supervision services and develop deployment plans in line with the project’s scope, size, and technical requirements.
  • Prepare tender packages, including detailed design drawings, technical specifications, and bills of quantities.
  • Prepare pre-tender cost estimates.
  • Conduct quantity measurements for materials, equipment, and resources required for project delivery.
  • Review consultancy contract conditions.
  • Manage consultancy contracts, ensuring clear definition of scope, timely invoicing, effective management of change orders, and prompt notification of potential deviations or variations.
  • Act as the primary interface between the design office, site supervision team, and the Client to ensure smooth coordination and communication.
  • Provide technical and managerial support to the construction team, engaging appropriate design and engineering staff for specific tasks and managing deliverables within approved budgets.
  • Oversee the deployment, performance, and resource planning of site supervision teams across ongoing projects.
  • Attend and contribute to weekly or as-needed technical and progress meetings with Clients, Contractors, and key stakeholders.
  • Communicate proposed design modifications and clarifications to the Engineer of Record in a timely and professional manner.
  • Prepare and manage project correspondence in accordance with the Conditions of Contract, including contractual notices and claim-related communication.
  • Review and recommend approval of Contractors’ interim and final payment applications in coordination with the cost control team.
  • Support project budget control, cost forecasting, and the preparation of monthly cost and progress reports.
  • Identify, monitor, and track all submittals required under main and subcontract agreements to ensure timely review and approval.
  • Monitor construction progress, quality, safety, and adherence to design intent and project specifications.
  • Coordinate design reviews and technical workshops, resolving design-related site issues and ensuring prompt issuance of design clarifications or instructions.
  • Review and approve material submittals, shop drawings, method statements, and construction work programs.
  • Ensure supervision staff follow established project procedures, documentation standards, and reporting protocols.
  • Manage preparation and review of project handover documentation, including as-built drawings, operation manuals, and closeout deliverables.
  • Provide mentoring, guidance, and technical support to supervision staff to enhance project delivery performance and maintain high-quality standards.
  • Participate in project closeout reviews, lessons-learned workshops, and continuous improvement initiatives to strengthen future project execution.

Education and Licensure

  • Bachelor's degree in engineering, project management, quantity surveying, or related field. (required)

Skills, Experience and Qualifications

  • At least 5 years of related experience, 7+ preferred, including contract administration, project controls, quantity surveying, and procurement for civil, marine, and/or coastal/civil/geotechnical construction projects; or equivalent combination of education and experience. (required)
  • Proficiency in the estimation of civil and marine works, and strong computer skills, including Microsoft Word, Excel, PowerPoint, AutoCAD, estimating, and cost management software. (required)
  • Proficiency in Civil 3D strongly preferred.
